The Orleans Parish School Board signed off this week on a step-by-step plan to reclaim the schools it lost to the state after Hurricane Katrina, a document aimed at ensuring a seamless transition to local control.

But the myriad decisions that still have to be made — and the deadlines that must be met — mean local and state school officials will be working overtime to merge the two systems by 2019 at the latest.
